William A. Yoder, IFAS
Owner & Chief Appraiser
Bill has been a real estate appraiser since 1972, and the Owner & Chief Appraiser of West Penn Appraisers, Inc. since its inception in 1983. He was one of the first 50 General Appraisers to be state certified when required in 1991. Although not active in selling residential or commercial real estate, he is currently a Real Estate Broker in Pennsylvania. After serving two years in the U.S. Army, Bill attended Edinboro University of Pennsylvania. His professional experience includes: Instructor for National Association of Independent Fee Appraisers (NAIFA); Member of the Board of Directors, NAIFA, 1985 to 1988; National President of NAIFA, 1992; Chairman of Education Committee for NAIFA, 1987-1988; Instructor of real estate appraising, Robert Morris College, Career Growth and Allegheny Community College, Career Growth; Member of Board of Directors, North Suburban Multi-list Service, 1971. Bill provides expert court appearance testimony for tax appeals, condemnation, and other legal matters. He is also an active market participant as a partner in a real estate development company.
Jeffrey C. Behr
General Manager
Jeff has been an appraiser with West Penn Appraisers, Inc., since 1986. He previously sold real estate while earning his Bachelors Degree from the University of Pittsburgh. Although not active in selling or listing, he maintains the re-certification as an Associate Broker within Pennsylvania. He was one of the first 100 General Appraisers to be state certified when required in 1991. He has held several past positions (both regionally and nationally) within the National Association of Independent Fee Appraisers. He has experience with expert witness testimony, municipal property acquisition, condemnation proceedings, relocation reports, as well as in other specialized properties. Jeff manages the Residential Division, in addition to overseeing the daily operations of the company.
Jason Karner
Residential Appraiser
Jason has been an appraiser with West Penn Appraisers, Inc. since September, 1998. Prior to working at West Penn Appraisers, Jason earned a Bachelor of Arts Degree from Duquesne University. Although not actively listing or selling properties, he holds a current salesperson license in the State of Pennsylvania. Jason has experience appraising a wide variety of single-family dwellings, as well as multi-family dwellings (2-4 units), condominiums and co-ops. In addition to appraisals for mortgage financing, Jason has experience in appraising properties for tax appeal, pre-purchase business decisions, estate planning, and equitable distribution. Jason also has experience appraising farm-type properties and vacant land.
Kelly Wojcik
Residential Appraiser
Kelly has been with West Penn Appraisers, Inc. since June, 1998 and is a certified real estate appraiser. She has a Bachelors of Art degree from Westminster College. She also is a certified real estate salesperson. Her specialty is in Employee Relocation Appraisals (ERC), in which she develops an anticipated sales price for relocating employee’s homes. She helps communicate among all persons involved in the relocation appraisal process. Kelly’s experience and her knowledge of the MLXchange and RealSTATs databases help with her knowledge of the local markets. Besides corporate relocation appraisals, Kelly also has ten years experience with mortgage financing and private appraisals.
Andy Yoder
Residential Appraiser
Andy has been with West Penn Appraisers, Inc. since 1989, when he started as an appraiser trainee. He has been a certified residential appraiser in the Commonwealth since 1992. He has experience appraising single-family dwellings, as well as multi-family dwellings (2-4 units), condominiums and co-ops. In addition to appraisals for mortgage financing, Andy has experience in appraising properties for tax appeal, pre-purchase business decisions, estate planning and equitable distribution. Andy honorably served his country for the US Army’s 3d Armored Cavalry Regiment having been deployed to Bosnia and Iraq. Honorably discharged as a highly decorated staff sergeant, Andy received the Bronze Star for service in Iraq.
Susan Herm
Susan has been with West Penn Appraisers, Inc. since December, 1997. She has an Associate of Science degree from Community College of Allegheny County. Susan manages our computer network, reviews commercial appraisals and assists the marketing team with the development of our marketing tools. She also deals with all technical related questions, and may be contacted if you have any difficulties with electronic transmission of your appraisals.
Janet Jordan
Janet has been with West Penn Appraisers since June, 1992. Before coming to West Penn Appraisers, Inc., she was affiliated with Northwood Realty as a Real Estate Salesperson. Janet also worked for a financial institution where she originated and closed mortgage loans. She earned a Bachelor or Arts Degree from the University of Pittsburgh. Janet provides research assistance for the residential department and is the in-house residential review appraiser.
Beth Klutts
Beth has been employed by West Penn Appraisers, Inc. since June, 2003. She was previously an Assistant to Office Manager, but has recently been promoted to our Office Manager. Prior business experience includes Office Manager for Environmental Technology Specialty Services, Inc. and US Liquids from 1986 to 2003, where she worked closely with clients and performed all administrative duties.
Hans Waber
Hans has been with West Penn Appraisers since August, 1995 as a Construction Draw Inspector. He is an Appraiser Assistant and inspects residential and commercial properties, serving as a go-between for the mortgage companies, borrowers and builders. He has also had his Real Estate Sales License since 1997 (includes completing continuing education classes in real estate). Before working for West Penn Appraisers, Inc., Hans spent five years in the banking industry and a short time in residential construction.
